LIAU Beng Chye, CMgr, CCMI, Chairman

Mr. Liau holds a Bachelor’s degree in Mechanical Engineering with First Class Honours from the National University of Singapore. He is a Companion of the Chartered Management Institute (CMI). Mr. Liau is the Chairman of ArmorShield Holdings Pte Ltd which he founded in 1985. He spent the first two years of his career in oil exploration as a geophysicist, specializing in data acquisition, processing, analysis, and interpretation. Subsequently, Mr. Liau started several companies and took them to the fruition stage before selling them to public companies. He also has extensive experience in starting companies and taking them for public listing. Over the last 30 years, Mr. Liau has accumulated a wealth of experience in sales, marketing, project management, project financing, corporate finance, M&A activities, IPO, and management at the strategic level in the mining, manufacturing, construction, real estate, IT, M&E and lighting industries.

Mr. Liau sits on numerous professional bodies. He is currently the Honorary Chairman of the Chartered Management Institute, Singapore (www.managers.org.uk); the Advisor of Singapore Innovation & Productivity Institute (SiPi); Member, Selection Panel, International Management Action Award (IMAA); Member, the Practicing Management Consultant Certification Board (PMC-CB); Chief Advisor for International Business, Qinghai Province General Aviation Group Co., Ltd (a company owned by China Government in Qinghai Province); Advisor of Project Financing, Quanzhou Financial Holding Group (a company owned by China Government in Fujian Province).

Mr. Liau was a council member, Deputy Chairman of the Institute of Business (IOB@SCCCI), and Enterprise Development Centre (EDC@SCCCI) of Singapore Chinese Chamber of Commerce & Industry (2007-2009). Mr. Liau was the Chairman of Chartered Management Institute Singapore between 1996-2006, As the Chairman of Institute, Mr. Liau successfully initiated a Memorandum of Understanding with the then PSB in 1999, [later known as Spring Singapore (The Standards, Productivity, and Innovation Board), a statutory board under the Ministry of Trade and Industry dedicated to the promotion of Singapore’s economic growth and productivity] to undertake collaborative work on a new International Management Action Award (www.imaa.org.sg). This strategic alliance aims to identify and recognize individuals who have demonstrated outstanding management action capabilities and leadership qualities. He served as co-chairman of the steering committee, a member of the Award Council, and Selection Committee of the International Management Action Award for many years. He was a council member and the Chairman of the Building Product and Construction Material Industry Group of the Singapore Manufacturers’ Federation. He was also a Council Member, Chairman of the Membership Growth Committee, and Chairman of the Joint Activities Committee of the Institution of Engineers, Singapore.
